Windows 2000 Update Rollup 1 for Service Pack 4

I want to manually download the recent Windows 2000 Update Rollup 1 for
Service Pack 4

However, if you visit this URL...

http://www.microsoft.com/windows2000/server/evaluation/news/bulletins/rollup.asp

....and click on the link Microsoft Download Center you will be greeted with
this error:

"The download you requested is unavailable."

Anyone know what's up with this? How can one download the recent rollup
without using the IE ActiveX Windows Update method?
