This could be a myriad of things.
In my case, W2K rejects my GeForce T3 video card. Every
time. Mimics Windows corruption, too, which threw me off
for a long time. It was a developed rejection, because
the system worked fine for awhile before it began to
freeze at that screen.
Try installing with a minimum of hardware, and begin with
a different video (this seems frequently to be the
culprit). Once you're installed, add your sound, TV, USB
or whatever other cards you have one at a time.
Offer a little more information and perhaps someone can
help. The more the better.
