I have a Windows 2000 Server with 3 NICs all tied to different networks. One
is a crossover tied directly to a file server, the other two on separate
networks.

When the server boots up the default route seems to be set to whatever
interface is last to come up. This causes a number of problems as I attempt
to get to one network or another from the server. Typically, I shut down
interfaces till I get the default route I want.

This server is used as a backup server that needs to see different networks.
Maybe I'm approaching this all wrong?

this is route order issue. this may help, quoted from http://howtonetworking.com.

Routing order

If you have two NICs in the same subnet on one w2k/xp computer, you wonder which NIC is been used as primary NIC to access the Internet. In most cases, when adding the second NIC on a w2k/xp computer, the first one is the primary NIC. You may change the order by going to Advanced menu of the Network Connection>Advanced Settings>Adapter and Bindings. If the settings doesn't work (by default, the faster NIC will be chooses as primary NIC) or if you want to override the settings, you can assign metric # manually by going to the Properties of the Network Connection>the Properties of the Network Connection>Advanced.
