We have 2 Windows XP machines on our network which have
incredibly slow access times to folders on the server. We
have a Win 2K machine which has no delays. We have a fast
DSL connection and a new 10/100 switch connected to the
server. These delays are incredibly slow. On the order
of 10-15 seconds to open a folder.

Does the ipconfig/all show that everything is pointing to the server-IP? Put
those XP-nics on anything but autosense.

I would try putting the WINS service on the Server and then go to the XP
clients and configure the IP of the WIN server. This should give the clients
quick netbios resolution, and also a means of troubleshooting netbios
communications.
