windows 2000 server network connections dialog will not open

When I click on the Network Connections dialog on one of our server nothing
happens. If I go into control panel and try to access it that way it hangs up
the control panel. I also cannot uninstall Norton Antivirus from this
computer. I want to do that because I can't get to update the signatures so I
want to reinstall it.

I tried running sfc / scannow but that did not help.

Woudl it be of any use trying to do a repair from the CD or do I just need
to rebuild this thing. It has also has sqlserver and is our domain backup.
 
I started having exactly the same issues on a Xeon server with a RAID 5
array just last week. We have a bunch of win2k advanced SP4 servers
here and this is the only one doing it. They all have the same upgrades
- right up to date. It's really got me going. I never had any trouble
with these units and these machines are used only as servers. No one
runs and desktop apps or does web surfing or email. They only service
inbound request and they have hardware and software firewalls. Very
weird cuz I see other people having the same trouble and I see no
solutions yet.

I can't execute network properties from anywhere, nor view network
componets. I can see the NIC info fine. Everything is working (although
slower than usual and it takes a LONG time to load up about 20 web sites
- like 10 mins now)

Any ideas here? Did one of the last auto-updates screw this up?

In our case I got a tip from someone else. When I went to the services the
APC backup manager was shown as "Starting" but it was hung. I changed it from
Automatic to Disabled and everything is back working OK now.
