windows 2000 security rights

Prod :Win2000 Dev. running Terminal services in Remote
Admin rights.

Problem : Users can't log in without giving them Admin
rights. Normal Power users or guest rights doesn't alow
access.

I'm not sure why this is a problem. The product is behaving exactly how its
supposed to after all. As the terminal server is running in remote
administration mode, only people who are able to administer the computer can
log in.
 
That is the default setting for permissions on the RDP for administration mode.
You can change it in Terminal Services Configuration
/connections/RDP -tcp/properties/permissions if you need to. You may also have to
change the User Rights Assignments for log on locally, by adding permitted
users/groups if Terminal Services is running on a domain controller. --- Steve
