windows 2000 root server and forwarders

Hi
I setup a windows 2000 server with active directory. The server acts as a
root server and the problem is that I use a routing on demand call to
connect the network to internet. As it seems server could not translate name
from internet and when I tried to use the forwarders it did let me (because
is a root server)
How can I pass by this problem without make a different installation to
active directory
