Windows 2000 Professional shut down

If I shut down "Windows 2000 Professional" and click on
the "restart Button" it will not restart. Also when
shutting down system it shuts down to the "Black Screen
Window" for just a second or two and then a grey screen
appears with a flashing cursor up in the left hand corner.
The only way I can shut down completely is to push and
hold the "Start Up Button" or pull the plug. How can I get
my computer to fully "Shut Down" automatically?
