Windows 2000 Problems

I have two questions regarding windows:
1. Is there a registry change I can implement to fix the
problem of not being able to drag a Desktop icon to
another area of the Desktop?

2. Is there a registry change I can implement to fix a
restart or shutdown problem?

I restart the computer and have to manually hit the
reset button because Windows does not restart but
displays a blank screen with a blinking cursor.

If I instead, shutdown the computer, the ATX pc does not
physically shut off the pc.

Any HELP would greatly be appreciated.

The fix is not in the registry. The fix is a normal user setting. If you do a
right click on the desktop, it will bring up a menu with different options for
arranging icons.

You will see that "Auto Arrange" has a check mark next to it. If you unclick
this, you will be able to move the icon anywhere on the desktop.
