When trying to do a system shutdown or restart, the
computer will go through the shutdown process and once it
completes the process. The display turns off and
everything seems to shutdown, but the power is not turned
off. The power supply, all fans and processor is still
running. Can someone tell me what would cause this issue?

What kind of Motherboard/BIOS are you using? It's possible that the BIOS is
set to Wake on LAN. If that's the case, and you're connected to a router or
LAN modem of some kind, then the LAN is always there, which will tend to keep
the machine on (and therefore attached to it).

You might check out updates/SPs for Win2000, of course.
