Windows 2000 Permission error

I’m running Windows 2000 Professional, and just tried
today to edit permissions on a folder. I am logged on as
the administrator and have full, unlimited computer
access. When I click the SECURITY tab and click ADD to add
a user, it displays the following error:

Unable to display the user selection dialog.

(Null)

I have not changed any settings related to security
recently. I did download Windows Update recently.
