windows 2000 pay for printing

Is there a machine or software that will charge users to print. WE are in a
university and need to charge students to print.
 
What's a matter, isn't tuition high enough to buy ink, and have the students
buy the paper?

The only solution I know of is used by our local Library. The printed
documents are spooled on the print server until a library employee collects
a per page fee and releases them.
