Windows 2000 passwords

I have a Win2K TS server. When I have create users and
set them up with a "User is required to change password at
next logon", and the user tries to change the password,
they get the dreaded "You don't have permission to change
the password" message. I've looked everywhere without
luck..

This server is not in a domain so I can't use AD group
policies...

Any help would be appreciated.

I am also experiencing the same problem. We're running
Win2k with SP4. I've checked the DC group policy and the
everyone and Authenticated users have the rights to access
the computer from the network. What service pack are you
running on your Domain Controllers.

Any help from Microsoft would be appreciated? Could this
be a bug with SP4??
 
Where are you trying to have them change passwords - on their machine or the TS? On
the machine where you want them to change their password, make sure that "user can
not change password" is not selected in their user account. For instance if you want
them to change the password on the TS, then check the accounts on the TS. They would
not be prompted to change the password until they tried logging onto the TS. ---

I'm running Win2K with SP4, hotfixed with pretty much the
latest. The server is not in a domain, therefore no AD...

I don't believe this is a bug with sp4 as this problem has
been ongoing. The server was hardened and so perhaps a
policy that was applied caused this to happen.

What I'm trying to find is what exactly what rights,
services, etc are required..
 
I set them to change their password on the TS box. Also,
the "User cannot change password" box is not checked.
