Windows 2000 Message appears after each reboot

The following message appears each time we boot the
computer:

Windows 2000 has finished installing new devices. You must
restart your computer before the new settings will take
effect.

Yes & No are the options. I have selected both options and
the message appears each time.

First thing is to see what hardware it is installing each time. Open the
setupapi.log file in the Windows directory. Go to the bottom of the file
and see if it contains the same thing repeating again and again. If so
maybe that will give a place to start.
