I have a laptop and when trying to use the keys Alt,
Control, Delete to log on, the keys will not work, but if
I connect a keyboard to the laptop and press Control, Alt,
Delete the keys work and allow me to log on.

Are all the keys on the laptop keyboard working?

You can disable the logon Ctrl-Alt-Delete setting with

System Key: [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon]
Value Name: DisableCAD
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = Require Ctrl+Alt+Delete, 1 = Disable)
