Windows 2000 local profile

I want to be able to force a password change from a DC
while connected to the Domain through a VPN connection. I
can change the password on the Domain, but it does not
change the password on the pc's local profile.

You can't do that. There is no built-in way in Windows 2000, XP, or 2003
to change the local account password at the same time the domain
password is being changed.
