Windows 2000 DHCP server not working

I have a Windows 2000 domain with a single Windows 2000 domain
controller/server. This is a replacement server for a box that was failing.
The server is configured to provide DHCP for the clients. The old server is
off the network. Clients are not finding the new dhcp server but they are
finding the server in its file sharing and domain controller role. The DHCP
scope is activated.

Any ideas?

No clues on either but I did find the problem. I neglected to authorize the
new DHCP server in AD. Once I authorized it, then it worked as expected.
