When I install a Windows 2000 Server onto my network or
directly to my DSL Router, the server causes excessive
network chatter causing the DSL service to slow down to a
snails pace. Any Thoughts

I assume you mean network protocols?
TCP/IP. I'm not sure about spyware. I'm a developer,
therefore, not much talent in setups and utilties.

Is it fully patched?

Agree with Marina... If you installed Windows 2000 directly on the
internet, not behind a NAT device or Firewall, you most likley already have
the BLASTER Virus. It doesn't take long to get it. You may want to take
look at this article real quick and run through to make sure it's not there.
