Yuo recomendation install SP3/4 not corect this problem.
How to reda chm extension files?
 
chm are compiled HTML help files. They open using the
hh.exe file which is normally located in the c:windows
folder. This is generally installed with IE. It maybe
that your File association for the chm extension is
corrupt.
