Windows 10 Windows 10 PC screen fonts faint and blurry

I tried to fix it: Properties, compatibility tab, enabled "Disable display scaling on High DPI settings, and restarted system. Did not do anything.

Also tried to download Windows10_DPI_FIX.exe but could not download it for some reason.

Any help would be appreciated, Thanks.

All of the fonts in Windows 10 are blurry - chrome, windows explorer, edge, iTunes, etc. I've got the size at 100% for all apps and I've tried the "ClearType" font which made things worse. I'm running
