window wrong size in Outlook Express

In Outlook Express, the main screen and all subsequent
screens goes to whole screen only, or totally minimized,
and will not go to the cascaded or partial screen mode.
This means when I reply, the reply screen is full screen,
and I cannot see the text I am replying too. Also,
Outlook Express cannot be set to partial or tiled view, so
I can still see the Internet Explorer screen.

This only started happening a week ago, seemingly out of
the blue. I have no idea what I or some other family
member might have done to change it, nor can I do anything
that restores it. How can I change the setting to enable
partial, or tiled screen views?

In the upper left hand corner is an icon. Click on it and select Size. This
moves control from the mouse to the arrow keys on the keyboard. Use the
keys to resize any oversized window. Click once anywhere to return control
to the mouse. Close the window. Reopen to test results.
