Window unable to start

Hi guru,

My desktop motherboard had spoiled and i changed to a new
intel motherboard.

After installing all the drive, ram, chips, cooling fan,
hard disk, ide cables and power supply, my pc still
unable to start.

My pc will boot and inform me that the pc was not shut
down properly previously and was given the choices of
start window in safe mode, safe mode with network, start
normally, etc. no matter which choice i chose, my pc will
start to boot and restart all over again. (even the
window page is not started)

Kindly advised what is the possible causes and the remedy
action.

now my pc is back to the state before the MB failure.
