When I click on a link in the browser that opens a new
window, the new window opens very small and I need to
click on maximize to see anything. How can I reset the
windows to open Maximized when a link opens a new browser
window?

Try stretching the small window to full size. (Do not use Maximize)
Ensure that window is the last one closed and IE should remember the
size next time.
