I made my brouser window to large now I cant get the
arrow on the side to make it smaller and the button at

You don't need to get the arrow on a side to resize a window.
Use the control box top left and click Size, then use your arrow keys
to change the size.
If you can't see the control box then use Alt-spacebar-S to get to the
Size option.
