Window Size

How can you set how your window is automatically sized, both for opening a
new/additional session of Explorer and if you right click on a link and
select "Open In New Window"? I can't find any way to save a window size
setting, yet it changes from time to time. I want to save a default size
that takes up approximately one third of my screen everytime I open an
additional session of Explorer. Not sure if it happens as a result of how I
closed a particular window , thus resetting/saving some parameter or possibly
the last window of Explorer closed when I shut down everything and reboot?
Any clues would be appreciated.
 
Windows remembers the size of the last Normal IE window closed.
Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window.
