Window retreats back when maximized

Hi, I need help. When I am browsing a site or a window and I open another
window, it opens as a reduced window. If I click to maximize it, it goes to
the back of all the other open windows instead of becoming the default
window. So, I have to move or hunt for the newly opened window. This just
started happening within the last 2 to 3 months and frankly its getting
really annoying. I was hoping it would just go away but not with my luck.
Any help would be greatly appreciated!

Windows remembers the size of the last Normal IE window closed.
Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window.
