window does not move

When I have a window or dialog box open and I want to move it around by
clicking on the top blue bar and moving the mouse the frame of the window
moves first, then when I release the left button of the mouse the rest of
the window follows . It`s very annoying and I wonder is there a solution to
this?
 
Go to control pan, dub click on system, then the advanced tab. Put the check
mark back in the show windows while draging, or somethin to that effect.

Yes. Hold down the Windows key, and press Pause/Break. Go to the Advanced
tab, and in the Performance section, click Settings. Go to the Visual
Effects tab, and check the box "Show window contents while dragging."

Note, however, that there's a cost in performance in doing this, and if
yours isn't a fats processor, you may not want to do it.

... Properties
... Appearence tab
... Effects button
... "Show window contents ...."
