You have to purchase a start up disc from your local
computer store.

If you didn't get the installation media for the operating system either
as a retail version or a restore CD then you did not get a legal copy of
the operating system. I had an aunt that purchased a used PC from her
company that promised to include Windows but no installation media was
provided (and none could be generated by a utility on the drive) so she
never really got the OS. The company had simply left the software of
the drive but kept it all and so the sale was fraudulent. Once I
pointed it out to them, they immediately accepted a return of the
system.

Not always. Some PCs are sold with Windows licenses that travel with the
computer and cannot be reused on other computers. Sometimes you see a
sticker on the PC case with the Windows license number when this is the
case. In this event, the person with the computer has the licensed copy and
the person that sold the PC does not.

To reset the Windows password, use a password reset disk. From the FAQ:

http://securityadmin.info/faq.asp#password

No such thing as purchasing a startup disc from your local
computer store. What is going on with people these days
rude comments instead of helpful advice, if your getting
stressed out with dealing with people, then butt out and
let others deal.

The installation disc may or may not be provided with a
computer especially a used pc, if not provided then you
should get a restore disc, if that is also not provided
then you should (strongly urged) to purchase the original
install cd, just so you can have it when needed. and yes
you will need it.

There still has to be SOME installation or restoration media provided.
Hard drives do fail. What good is the license without a means of
installing the software - again? With product key in hand, you cannot
install the product without something from which to install it from.
Could be a retail version, could be an OEM version, could be a
pre-configured restore CD, but something must be provided to install the
product. The license key without the product is NOT having the product.
