wincfgman32 and mdm32

I am working on a friend's system and the combingation of
wincfgman32.exe and mdm32.exe are grabbing and pegging
the CPU at 100%.

This is a pretty plain vanilla system -- not alot of
software has been installed. It does not appear to have
any of the standard pop up programs either.

any thoughts?
