WinAntivirus Hijack

I'm running XP and Norton IS 2006, and got my IE7 hijacked by the damned
WinAntivirus. Now the damn thing keeps poping up from the in tray saying that
my machine is infected with spyware and asking me to pay those criminals a
ransom and install WinAntivirus to get rid of it, which I'll certainly won't
do - I'd rather reformat my HD and reinstall the OS instead.
So, before resorting to a much drastic solution, does anyone know about a
way of getting rid of this pestering thing, and also why Norton IS doesn't
block or recognise it?
Thanks for any clues on this.
