This program allows to change some of Win98 features. You can enable or
disable different animations, change menu speed and remove items from
start menu. Now you can also remove LogOff from your start menu.
Freeware.

Good that it works with Win2000. What with MS stopping support on
Win98, we'll be forced to phase out eventually, and sooner than we
wanted.
