win98 logon refused

I have a windows 2000 domain with two server named server1 and server2. when
a windows 98 client login the domain, sometimes system prompts password
incorrect or refused by server, and sometimes it works well. after I
shutdown server2, the problem never occurs. It seems that server2 doesn't
accept login request. But there's nothing left in events log about the
failure of login.
what causes the problem?

The standards answers for such (Win9x) problems include:

1) Someone create an "account" for the machine - Win9x machines must
NOT have an "account" -- that actually prevents them from
participating
in the domain.

2) Netbios name resolution (IF you have routers separating the machines)

BUT, the fact that it works with Server2 offline is odd and argues
against these problems.

Also you didn't mention how PRECISELY it fails, when/where/
what error message.

Since ALL Win2000+ DCs should have the same database we look
for differences and investigate those possibilities:

1) Perhaps the databases are not synchronized -- use DCDiag
or one of the ReplMon/RepAdmin tools to make sure you
are fully replicated.

2) Perhaps there is a problem with dependent on the PDC
emulator -- since OLD clients by DEFAULT don't know they
can change a user's password with ANY DC.

DCDiag would be my first step.

The exact error message/location might also help.

Also, consider adding the "AD Client Upgrade" (aka DSClient)
to the 9x machine -- it's the right thing to do and won't hurt.

I found that protocols installed are as below:
server1: tcp/ip, netbeiu
server2: tcp/ip
client: tcp/ip, netbeiu
I installed netbeiu in server2, then the client can login no matter server2
is online or not.
I deleted netbeui in the client, then the client can't login any time.
It seems that win98 client can't logon to win2000 domain by TCP/IP.

It seems that win98 client can't logon to win2000 domain by TCP/IP.

That is NOT true in general and you should not need NetBEUI,
nor will it work across routers.

The reason it works is likely due to broadcast name resolution.

You might however benefit from a WINS server though.
