Win95 to XP home network

I am trying to network my dad's PC and Laptop to share files but am
not having any luck.

Here is the scenario;
1. Laptop has Win 95b installed. Computer name set at 'Toshiba'.
2. PC is running Win XPhome. Computer name set at 'dhbach'.
3. and I have a cross over cable.
4. Static IP's have been set at 192.168.0.2 for the laptop and
192.168.0.1
for the PC. Both Subnet Masks are 255.255.255.0
5. I have set the workgroup on both machines to 'MSHOME'
6. I can ping loopback on both machines.
7. I can not ping the PC from the Laptop and vice versa.
8. The laptop shows it's hostname (toshiba) in the network neighborhood
and in the workgroup under the entire network. But no 'dhbach. On the
PC in workgroup computers, 'dhbach' is present but not 'toshiba'.

I had this setup working perfectly with my computer (also XPhome). This
leads me to believe it must be some setting on the XP machine. Windows
firewall is disabled.

I have tried to configure trend pc-cillin to enable local networks but
I suspect that is still the problem.(I do not have pc-cillin on my
machine)
