win2k3 term server licensing install

hello,
I have to install term server licensing on a win2k3 server that is still
in the 'grace' period.
I tried to add them but I get an error saying it doesn't see any
licensing servers. After a bit of detective work,
I see the license logging service has been stopped.

What is the best way to install the licenses remotely? (via remote desktop)

Is it as simple as turning on the license logging service and just
adding the licenses in the control panel 'licensing' section?

or do I have to follow the above procedures?

I really want to be sure because this server is at a co-location site.
If I have to physically go there, I have to pay a fee. I want to avoid
having to pay a fee to visit the place.

ps. This server has been setup as a domain controller (it's running
Active Directory).
 
If you just need the administrate your server just remove your terminal
service on the server and activate the Remote Assistant from System Properties
