win2k pro SP4 install: userenv.dll-error

I downloaded SP4 last night onto a Win2k Pro system on my other computer. I
have enough room for it. I have a P3-1Ghz processor. Everything seemed to
go smoothly. I rebooted at the end for 'all the changes to take effect [and
otws be completed]'. After reboot I signed in with my password. On the way
to the desktop an error box came up: "The ordinal 175 could not be located
in the dynamic link library USERENV.DLL." Thereafter the read/write light
on the front of the cabinet blinked a few more times, then stopped and I got
no further than my wallpaper -- no icons, no taskbar and the keyboard
shortcuts don't work either (I love the shortcuts). Help!

I rebooted again with the exact same result. I put in my emergency repair
disk and it was rejected.

I put in my Win2k CD, rebooted and got the same error with the same previous
result. It was read for a few moments and went silent, also.

Is it possible that the MS people who put this svc.pk together forgot to
include an upgraded vrsn of this DLL? Can somebody please help?!

Any assistance will be greatly appreciated.

I have the exact same problem. I'm unable to get onto my
machine as well. There is probably something wrong with
the service pack.
 
After a little searching through the machine that I've
gotten this error on I found that the USERENV.DLL is off a
version. (I have the c drive of the machine with the
problem shared to other machines). On one of my servers
in which SP4 worked well the USERENV.DLL is on version:
5.0.2195.6711. On the machine in which SP4 is giving this
error the version of USERENV.DLL is 5.0.2195.6085 .

If you boot up in safe mode can you get to a task
manager? If so can you do a new task and see if the size
of the USERENV.DLL (C:\WINNT\SYSTEM32\) is 361KB or
370,448 bytes. That's the old size. The new version size
is 380 KB or 389,904 bytes.

Maybe the file just needs to be replaced? Probably not
but, it's my next lead.

Can you email that vrsn of the userenv.dll to me? Especially if it seems to
work for you.

I finally figured out a few nights later the following solution. Somebody
had found in the same situation in another group they could still get the
task manager from CTRL-ALT-DELETE. All you have to do from there is click
on the button NEW TASK which gives you a RUN window! Yeah! On the run line
type, "cmd." That gives you the DOS window you need and you can start your
WIN 2000 setup-CD right from there. The only problem I had after that was
on my dual-boot machine, there is this boot-menu. To the list, now, is
added an extra option for Windows 2000 Professional: only use the top
choice!

I hope this helps somebody.
 
I had the same problem today and i fixed it like this:

1. boot
2. ctrl-alt-delete
3. new task: C:\WINNT\system32\wupdmgr.exe
or ...\SP4Express_EN.exe
(if you can find it somewhere or if you have downloaded it)
4. run service pack 4 again.
5. reboot manually
