Win2K Password Generator

I have been looking everywhere and can't seem to find the
name of the file. What is the name of the Windows 2000
password generator? It is either built into the OS or the
Resource kit. They demonstrated it at a conference I went
to and I can't find my notes anywhere. I need this
specific one. I know for a fact it is built into Win2K or
the resource and not pulled off the net. ANYONE KNOW THE
FILE NAME???

I am not aware of a tool that does this...unless you are doing something
like migrating accouts etc...
Are you possibly talking about passfilt.dll which checks password
complexity.
