Win2k loses all records in a secondary zone

Hello,

I have a BIND 9 master DNS with a Win2k secondary. When I
set up a secondary zone on the Win2k box it does an AXFR
just fine and aquires all the records. When I make a
change to the zone on the BIND 9 master and the Win2k box
does an IXFR to acquire changes, it deletes everything it
knows about the zone and adds no new records leaving me
with a broken secondary zone. Any ideas of what the issue
may be? I've set the following options on the BIND server
to attempt to fix the issue, but they have had no affect:
transfer-format one-answer;
use-ixfr no;

When you change the records on the BIND are you incrementing the zone
serial?
 
I had a similar kind of issue.

Every time I ended and started the DNS Server the type of DNS server would
convert back to Active Directory Integrated.

In the Advanced tab of the DNS Server properties I changed the "Load zone
data on startup" to From File
