WIN2k based Domain Password Change Error on Win98

I have a Win2k Server with active director. I am
experiencing a problem when someone from a windows 98
workstation tries to change his/her password the following
error occurs:

Unable to change the password for Microsoft Networking
because of the following error:
The domain controller for the domain cannot be found.

I think there is some error in the server configuration
DNS or something else what I can't catch. No certificate
authority service is currently installed on my server.

I will be very thankful to the person who will help me in
this regard.

Is WINS installed on the server? W98 still needs that. Also options 044 and
046 (0x8) in DHCP-server, Scope options.
Does the winipcfg from the W98 show that everything is pointing to the
server-IP?
If you're still not able to change passwords, you might have a look for the
RestrictAnonymous setting in the registry of the server. It should be set to
0 or 1.
