Win2000 server as proxy

Is it possible to configure a Win2000 server as a proxy without using ICS
or any program. I mean, in linux, it's posible with NAT - iptables. Is
there anything similar in Win2000 server for modifiying routing tables and
make NAT.

Yes, but it will be a NAT Server, not a Proxy Server. Proxing and NAT'ing
are two differnt technologies.
