Win2000 bootup almost finishes and then restarts

After I installed some new software and tried to restart, the Win2000 start screen appeared as usual. Then it flashed the blue screen (which it usually does before opening Windows) and restarted. It did this over and over, no matter which startup option I tried (safe mode, etc.). I finally installed a second copy of Windows so I can access my files, but all my settings, etc., are in the old WINNT folder so I have to reinstall everything and redo all my settings and preferences. Is there some way to fix the startup OR to get my settings and program info? I've already copied some things, like my QuickLaunch settings, but it won't let me copy files that are in use at the time

" some new software " is not helpful.
