win2000 and DOS and keyboard

keyb fr or keyboad fr

I got Windows ME on a laptop where I still use the old Dbase III+
My problem is that everything I type via the keyboard has changed
from AZERTY into QUERTY
Same problem when I explore DOS among program/accessory/dos
AZERTY change into QWERTY
I would stay in AZERTY WHEN I'm using DOS soft.
How can I change this?

Apparently this is NOT a DNS question.
