Missing any tray icons? The message is telling you that Windows was unable
to load a program's icon into the notification area (also called "system
tray area"). It doesn't tell you why the creation of the icon failed
though.

It may be that Windows was too busy booting the rest of the system or busy
loading tray icons for other programs. Sometimes a tray icon from another
program is slow or difficult to load and this messes things up for other
programs waiting to add their icon.

You might try logging off and then logging back on again. If the tray icon
(aka notification icon) is loading from your user portion of the registry,
it will get a second chance to load.

If it's loading from the system's portion of the registry (for all users)
then you'll need to choose a different course of action. May want to review
all those tray icons and only allow ones that you absolutely need running
all of the time. To disable unwanted tray icons, check within the main
program (the parent of the tray icon) for settings that control startup
behavior.
