Win XP Pro remote desktop for non-admins

Everything I have been reading tells me that adding a user to the local
Remote Desktop Users group is all that is necessary to make RD work. However,
I have found that it only works if the user is a local admin. Does anyone
know why this is? I am running a network using Active Directory and we don't
allow users to have admin rights on their PCs. Please let me know if you
have any suggestions. Thanks.

You are running a domain whose members cannot remote to their machines
unless they are made local administrators..? Even when their domain users
(or domain groups) are added to the local (per machine) Remote Desktop Users
group?

I cannot say I have seen this before.. It could be some group policy - but
it definitely is not a default one. And I suppose this is true for ALL the
machines in your domain - even if you add a new one?
 
Yes, it works this way on any machine even new ones. If there is a GPO that
can restrict this does anyone know what it is? I have gone through all our
GPO with a fine tooth comb and I can't find anything that might be causing
this. The only terminal services related GPOs we have cover things like idle
time and disconnects.
