Win XP Network Startup Lag

I have noticed that whenever i have my XP Pro system
networked with any other system, be it a win 98 or XP
Home, whenever my system boots up and any ohter computer
on the network is turned on, my system will lag for about
2 minutes while loading the system tray. After about 2
minutes the tray will finish loading and everything is
fine. I repeat, the system only does this when it is
networked to another system, if i disable or unplug the
network cable, it does not happen, so I am led to believe
that this is a network issue.

The network connection's TCP/IP properties are probably configured to
obtain an IP address automatically. At startup, it requests a DHCP
server to make the IP address assignment. If there isn't a DHCP
server on the network, XP waits a minute or so for the request to time
out. It then assigns itself an "automatic private IP address" in the
169.254.x.x range so that it can communicate with other computers that
are configured the same way.

If that's what's happening, here are two possible solutions:

1. Install a DHCP server on the network. A broadband router or a
computer that shares its Internet connection are the most common ways.

2. Assign static IP addresses to all of the computers. Use a range of
IP addresses reserved for private networks, such as 192.168.0.x.
