WIN XP IRQ allocation prblem with my Dell 4400

I have having a horrible time fixing a problem with my Dell. Its two years old - Pentium 1.6 XP home version with cable internet connection. Thios past Saurday my connection became v slow - I was also getting a sporatic message at the bottom right coner saying a network cable was unplugged. A cable company tech came out and sd the problem is an IRQ allocation problem with my Network Interface Card in Win XP Home. I have spent 4 hours on the phone with Dell and they have been useless. I made no sofware of changes to my PC before this error occurred. The people at Dell seemed to have run into this problem before but the techs you talk to appear top be reading from a manual when they are talking to you

HELP!!!!
 
I think the tech is wrong, the problem is probably not with the IRQ. You say
you are "getting a sporadic message" about the network cable. This sounds
like a bad cable or other connection. Have you tried another cable and
checked all connections from the computer to the cable modem, and the cable
connecting the modem to the cable system?
