Win XP Home installation problem with anti-virus

About halfway through the install, a message comes up
informing me that, "Setup was unable to read from or
write to drive C:. If a virus scanner is running,
disable it then restart setup." This is an upgrade
installation, and I have completely removed Norton from
the computer. Any help would be greatly appreciated.
