Win XP browser homepage

Recently installed but not yet activated XP Pro. All
current service packs and updates installed. Clean virus
scan. Clean spy scans. If I change the home page in the
tools/settings menu, the browswer uses it the next time I
start it, and changes it
to "res://mshp.dll/index.html#10213" on the second
browser start, whether I boot or not.

Can I uninstall IE6 in XP and reinstall the browser? Or
is this some forced thing? It's enough to make me go
back to 98!
