Win XP and Error 1606

I have searched Google and have seen this error talked about several times.
I seem to be one where the fixes listed don't solve the problem. This was an
upgrade install win98 to winxp. Nortons NAV has this error when installing.
I have tried all on the norton site and the MSFT site, but no joy.

Agter several registry edits and "clean system installs" I'm at the end of
what to try. Is there a definitave fix to this for all?

Well I bit the bullett & wiped the drive & started over. This is the first
upgrade I've tried. I won't do it again....
