I have been running this new RC1 version all is OK except that I can't open
documents and settings for organising start up files etc. Could someone
please let me know how to rectify this issue. Thank you.

Documents & Settings is no longer used in Vista, although reference to it is
still there for legacy reasons.

Users replaces Docs & Settings.

C:\Users\USERNAME\AppData\Roaming\Microsoft\Windows\Start Menu\Programs

C:\Users\USERNAME\AppData\Roaming\Microsoft\Windows\Start
Menu\Programs\Startup

Hi,

As Jane has mentioned, that is no longer the storage point for user
profiles. To access any remnant files stored there, change permissions on
the folder by right clicking it and selecting properties. On the security
tab, you will need to edit the permissions giving your user account or group
full control.

Hello,

As Jane mentioned, Documents and Settings is only available for legacy
programs, and changing security on it is really unneccesary - instead of
accessing Documents and Settings, you should instead access Users. There are
no files stored in Documents and Settings at all - it simply points directly
to the Users folder.
