WIN UPDATE ERROR 0x800A138F

I received this error message 0x800A138F when I tried to
download service Pack 4.

What does it mean? I would appreciate an explanation.

Last month I had a system HIVE error and I have just
reloaded the computer after formating the Hard Drive.
